"That on the occurrence of a vacancy for a

"Commissioned Officer in any particular unit the members of the

"unit should have power to nominate the candidate they desire for

*the approval of the Commanding Officer".

then asked whether the Heads of firms could assist by encour-

-aging their employees to form aither units or sections of

units in any of the different units enumerated in the memoran-

-dum of the 22nd. instant. After discussion Mr. Keswick

suggested that a Circular should be addressed to Heads of firms

asking what they could do in this direction. He explained that

it was necessary at this stage for employers before committing

themselves to consult their employees. The Sub-Committee agreed

that a Circular should be addressed to Heads of firms asking

them whether they can assist in volunteering by forming either

individually or by combination of other firms, either units or

sections of units of the following:-

trained with 5 inch Howitzers or 2.95 inch

Mountain Guns.
